
David Blitzer is a recent graduate of Vermont Law School which has the leading environmental law program in the country. His addition to Hoon & Associates allows our firm to provide our clients with competent representation on a diverse array of environmental law topics.
We advise and provide guidance to developers and corporate clients with respect to regulatory compliance, permitting and mandatory mitigation and remediation projects required under federal and state statutes.
In addition, we represent individual and organizational clients with respect to permit applications as well as those seeking to redress injuries they have sustained for regulatory violations.
Our location within the Chesapeake Bay region and our extensive background in wetlands regulation allow us to assist clients in navigating the complex network of statutory regimes involved in dredging, dock and pier construction or expansion, and other riparian issues.
We have extensive experience with the Maryland Critical Areas regulations as they are imposed at the state and local levels.
With recent judicial decisions affirming the EPA’s authority to impose Total Maximum Daily Loads (TMDL’s) for nutrients entering the Bay and its tributaries pursuant to the Federal Water Pollution Control Act (commonly known as the Clean Water Act), we have the knowledge to facilitate acquisitions and sales of nutrient credits, wetland mitigation bank credits, and properties suitable for off-site mitigation projects.
We also assist our clients with recent, and increasingly demanding, state and local tidal and non-tidal wetlands, afforestation and lead paint rules and regulations.
